摘要：碳交易对于全球气候变化，经济发展具有重要的意义。利用碳交易市场这一政策工具可 以有效降低温室气体排放，为发展低碳经济提供有力的支撑。我国碳排放权交易市场目前尚不 成熟，需要落实相关法律法规，即使出台了《碳排放权交易管理暂行办法》，但也仅作为纲领 性的指导方案，相应的操作细则不完善。此外，监管不到位、缺乏统一的标准、监管体系混乱 是地方现阶段存在的主要问题。全国碳交易市场已步入由试点走向统一市场的阶段，迫切需要 建立健全相应的风险管控及法律监管体系。85712
