摘要随着我国地下金融规模的迅速发展，对金融体系的危害不断加深，如何对其进行治理成为了金融监管部门的重要课题。这其中，如何将“隐形”的地下金融暴露出来又是其治理问题的核心。本文从激励相容原则的角度出发，从资金供给者，中介机构和资金需求者三个方面进行考虑，并设计了一套契约机制。在此机制下地下金融参与者将会主动地暴露其地下金融的交易信息，便于金融监管部门对其实施金融监管。此模型的建立可以为金融监管部门解决地下金融的治理问题提供一个思路。27006

Title Study on model design of underground financial governance
Abstract
The rapid growth of the underground finance deepened the harm to financial system, and how to deal with it is an important task for financial regulation agencies. Meanwhile, how to expose the ‘invisible’ transaction is the core of the underground financial governance. Considering the principle of incentive compatibility, I designed a contract mechanism from three different point of view: the capital supplier , intermediary organs, and the capital demander. This modle can theoretically guarantee the participants of the underground financial transaction will voluntarily expose their transaction informations. Thus the financial regulation agencies can legalize the underground finance and easily supervise them. This modle can provide ideas for financial regulation agencies to solve the problem of underground finance.

1.1 选题背景及意义
近年来，我国金融市场不断地发展完善，市场经济体制愈发成熟，但同时也暴露出了更多亟待解决的问题。随着一桩桩非法集资案件被媒体报道出来，普通民众发现了看似缥缈的金融风险原来离自己如此之近，看似挣钱的好方法原来即危险又违法；而金融监管部门也愈发意识到地下金融已经对我国的金融体系造成了很大的威胁，原本见不得光的地下交易已经具有如此规模。 地下金融的存在和发展大大加深了金融市场的风险。由于其交易是隐藏起来的，从而无法被金融监管当局所记录和监督，因此这股地下势力便成为了一个金融市场的缺口，凡是对现状，无论是政府经济政策还是对市场报酬有所不满的人，都可以将资金灌入这个缺口。这样，不仅增大了风险程度，也削弱了经济政策的效力，同时还会对公民的财产安全造成极大的隐患。因此，地下金融的治理问题是金融监管中十分重要的一环。 地下金融的治理机制设计问题研究:http://www.youerw.com/jingji/lunwen_21351.html
