摘 要：碳关税是当今国际贸易领域的热点之一，其征收的依据是进口产品生产过程中的碳排放量。部分发展中国家认为，碳关税的实质就是新型的贸易保护主义，并由此展开了碳关税问题在发达国家与发展中国家之间的激烈交锋。关于碳关税对我国出口贸易的影响，主要从积极和消极两个方面来考察。从积极方面来看，碳关税有利于我国强化技术创新、促进经济增长方式的转变、促进低碳产业的发展、优化产业结构、协调我国经济的内需与外需等方面。从消极方面来看，实施碳关税削弱了我国对外贸易的比较优势，出口贸易环境恶化，因此出口贸易将面对新一轮的贸易保护主义的挑战。这里就这些问题从对内和对外两个层次提出应对碳关税的措施。对内措施方面包括优化产业结构，提升企业经营者的低碳生产意识，加强低碳的技术研发等；对外措施主要包括积极参与双边多边谈判和承担合理的减排任务。27857

Analysis of The Impact of Carbon Tariffs on China's Export Trade and Countermeasures
Abstract: Carbon tariff, one of the hot spots in international trade recently, which charging standards decided by carbon emissions in the process of importing product. Part of developing countries believe that the essence of the carbon tariff is the new trade protectionism, thus the discussing launched a fierce battle between developed and developing countries on the issue of carbon tariffs. The effect of importing trade of carbon tariff should be visited main from the positive and negative two aspects. From the positive, carbon tariff is benefit to technical innovation, change the mode of economic, develop low-carbon industry, optimize industry structure, coordinate the internal and external demand in economic of our country. From the negative, comparative advantage of foreign trade will be weakened in China if the government carried out the carbon tariff policy, furthermore, exporting trade environment will be deteriorated with the policy be imposed. Thus, China’s export trade is also faced a new challenge of trade protectionism. This paper provide some advises to cope with carbon tariff from the internal and external aspects. The internal advises is consist of optimizing industry structure, enhance the low carbon production consciousness of enterprise operators, strengthen the development of low-carbon technology. The external advises mainly include actively participate in bilateral and multilateral negotiations and bear the reasonable emission reduction task.
