摘要当前，我国跨境电子商务行业发展势头强劲，博得了越来越多消费者的青睐，同时也成了各级政府促转型、带消费、提外贸的有力抓手。然而，制约我国跨境电商行业发展的因素仍然存在，核心问题主要在于安全和诚信问题。

第三方跨境支付的完善对于上述问题的解决意义重大。本文分析了国内第三方跨境支付现状与问题，指出了其有利于第三方支付企业获得“马太效应”，运用了PEST 模型分析当前我国第三方跨境支付所处的环境。同时，对目前主流的第三方跨境支付——PayPal的支付模式做了分析总结。最后，提出了完善我国第三方跨境支付的建议。51714

Abstract: Recently, the development of international electronic commerce is rapidly. It is not only widely recognized by consumers, but also regarded as a powerful mean of improving the change of economy, promoting consumption and furthering external trade. However, there are still some factors restraining the e-commerce and the main problems is the security and the credit.

Therefore that improvement of International Third Party Payment (ITPP) is tremendously meaningful to solve these two problems. This paper give the brief introduction of it and have a profound research on the meaning of development of third party payment enterprises to realizes the Matthew Effect. And the paper analyze the various conditions of it in China by PEST model. Based on the comparison of the model of China and US. The article came to a conclusion of the problems existing in China’s third party payment platform and raises some suggestions related to them．
