碳关税壁垒对我国出口贸易的影响及应对措施

摘要随着全球气候变暖，环境日渐恶劣，越来越多的国家开始采取各种保护环境、减少污染的措施，碳关税也是发达国家提出的其中一种措施。表面上，发达国家对于碳关税的提出是为了保护环境、减少污染、促进产业在生产过程中减少温室气体的排放，实际上其主要目的还是为了促进本国贸易发展，实行贸易保护zhuyi，削弱其他国家商品竞争力。中国作为对外贸易大国，大多是依赖高耗能、碳排放密集型产业，一旦被征收碳关税，我国的出口贸易将受到极大的冲击。因此，在新的低碳经济背景下，我国应及时作出调整，以应对碳关税政策下的新贸易环境。本文通过简述碳关税的历史起因、基本概念和主要目的，分析我国碳关税排放及出口贸易现状，得出实施碳关税将会对我国出口贸易造成的双重影响,并提出针对我国国情而定的可行性措施。83059

Abstract With the global warming, the environment is getting worse and worse, more and more countries begin to take various measures to protect the environment and reduce the pollution。 On the surface, the developed countries put forward to protect the environment, reduce pollution, promote industry in the production process to reduce greenhouse gas emissions, actually, the main purpose is to promote the development of domestic trade, the implementation of trade protectionism, weakening the competitiveness of other countries。 China as a foreign trade country, mostly rely on high energy consumption, carbon emission intensive industries, once the carbon tariff is levied, China's export trade will be a great impact。 Therefore, under the new low carbon economy background, our country should make the adjustment in time, in order to deal with the new trade environment under the carbon tariff policy。 The through carbon tariff is briefly introduced the historical origin, basic concepts and main purpose of our country carbon tariff emissions and export trade status that carbon tariffs will be on China's export trade caused by the double impact of implementation, and put forward the feasibility according to the actual condition of our country and the measures。
