摘 要:公开选拔干部制度为我国政府部门选拔干部的重要方式之一。然而,在实践过程中,该选拔制度出现的群众观念陈旧、干部队伍混杂、信息不透明、制度不配套等问题依然在很大程度上降低了它的功效。
通过对我国干部选拔任用制度的发展和演变的研究,分析和比较了现行公开选拔干部制度与我国古代科举制度、西方现代文官选拔任用制度、我国现行各种选拔任用制度的异同,指出了它在观念方面、考察方面、监督方面、制度方面等的主要问题,并对公开选拔干部制度问题的改进进行了思索。最后认为:要加强思想教育、提高群众和媒体的监督水平、规范考察程序、提高群众和媒体的监督水平、加强制度建设。10978

Abstract:the system of public selection of cadres is one of the most important way of our government departments of selecting cadres. However, in practice, problems in the system of selecting cadres masses old ideas, hybrid, opaque information, system doesn't match the still largely reduce its effectiveness.
Through the study of the development and evolution of choose of our country cadre appointment system, analysis and comparison of the current public cadre selection system with Chinese ancient imperial examination system, the modern western civil service appointment system, China's current selection and appointment system similarities and differences, points out it in concept, inspection, supervision, system, etc. the main problems, and improve the system of public selection of cadres of thinking. Finally, think: to strengthen the ideological education, raise public and media supervision, inspection procedures, improve the standard level of mass media and the supervision level, to strengthen the construction of system.
