摘 要：政府购买公共服务有利于促进其转变职能，降低公共服务成本，提高公共服务质 量，加快社会组织成长，活跃市场经济。当前，政府购买公共服务的规模越来越大，服务 内容越来越完善，实践的地区也愈发广阔。但是由于政府自身职能转变缓慢、社会组织薄 弱、购买机制不完善、缺乏良好的监督机制、法律法规不健全等原因，导致了公共服务的 质量低劣、政府权利寻租、扰乱市场运行秩序、社会公众信心不足等问题的出现。针对这 些问题，我国通过明确各政府职责，加快推进转变政府职能，大力培育和扶持社会组织的 建设和发展，完善购买程序和评估机制，强化监督运作机制，健全法律法规等对策，可以 有效优化政府购买公共服务，最终朝着可持续发展方向前进。 90518

Problems and Optimization of Government Purchase Public Service

Abstract: Government purchase of public services will help promote the transformation of functions, reduce the cost of public services, improve the quality of public services, accelerate the growth of social organizations and active market economy。 At present, the scale of government procurement of public services is becoming larger and larger, the service content is more and more perfect, the practice of the region is also increasingly broad。 However, the slow transformation of government functions, weak social organizations, the imperfect purchase mechanism, the lack of a good supervision mechanism, imperfect laws and regulations result in poor quality of public service, the government's right to rent, disrupting the market operation order, lack of public confidence and so on。 To solve these problems, our country can clear the
