Anti-corruption Function Analysis to Administrative Ethics
Abstract：With the rapid development of economy in our country, corruption is also increasingly serious, which not only endanger even breaking the law's authority and the effective implementation of the relevant policies, and harm of socialist spiritual civilization construction, pollution of social harmony. According to the theory of administrative ethics, this article first analyzes the current status of anti-corruption in our country. Then respectively from the professional ethics education orientation, incentive regulation and discipline than four aspects, summarizes the function of administrative ethics of anti-corruption. And against the corruption phenomenon in our country put forward the countermeasures against corruption under the administrative ethics Angle of view, including the consciousness of administrative ethics, administrative ethics, administrative ethics environment and administrative ethics supervision mechanism, the hope is to discuss the problem of anti-corruption.

引言
自权力产生以来，腐败就随之产生。从古至今，廉政建设一直是东西方国家普遍关注的问题，也都采取了大量的措施抑制腐败。有的国家效果显著，有的国家收效甚微。在我国也不例外，尤其是在社会市场经济建设取得了巨大的成就以来，随着社会各方面的迅猛发展，腐败问题也逐渐显现出来，这不仅破坏着经济建设，影响着社会稳定，也威胁着国家政权。
“新常态”的提出为我国的经济发展指明了新的方向，也意着我国进入社会转型的关键时期，为了保证国家、社会和人民的利益，必须高度重视廉政建设，这样才能保证国家发展的平稳过度。而权力体制下的公职人员是腐败滋生的主体，公职人员受到格外的关注。这也是行政伦理和廉政建设的主要出发点和落脚点。对金钱和权力的欲望，是公职人员无法抵制腐败的根本原因。公职人员行政伦理本身就是道德和制度的结合体，加强公职人员的行政伦理建设就是从源头上遏制公务员腐败，加强公职人员的纪律性与自律性。廉政建设是进行公职人员行政伦理建设的基础，推进行政伦理建设就是把公职人员廉政建设的客观责任转变为主观责任，使公职人员自觉抵制腐败。由此可见，公职人员的行政伦理是廉政建设客观要求，对反腐起到至关重要的作用，二者紧密联系。
