摘要：随着我国生育水平逐步降低以及经济的发展，合适的人才已成为超大城市蓬勃发展的重要条件之一，积分入户政策也随之产生。本研究在比较我国如北京、上海、广州等超大城市积分入户细则的基础上，归纳总结各个城市的积分细则所涉及的具体积分项目、加分政策和减分政策，并通过对各个城市积分细则中具体涉及的学历教育背景、合格分数线、受理部门等的研究比较，结合各个城市的实际政策、地域差异探寻各个城市积分入户细则中的相同点、不同点、特色和不足，找出上海积分入户制度中所存在的问题。在此基础上探索上海积分入户政策化解户籍制度改革困难的途径，研究居住证制度与户籍政策对接的措施，为上海积分入户政策设立一个适当的录取分数线。这样积分入户既能为城市吸纳到更多的人才，又能让公共资源的消耗达到一个均衡的最大利用率，由此总结出一个符合上海这一类超大型城市具体发展实际的积分入户政策。50028

A Comparative Study on the Policy of Integrating Home of  Big Cities in China

Abstract:The policy of integrating home produces because suitable talents have become one of the important conditions for the development of the city with the development of the economy and the gradually reduce of fertility level in our country.This study summarizes the points of various cities involved in the integration of the specific points, plus of policy and the reduction of policy based on the detailed rules of Beijing, Shanghai, Guangzhou and other large cities in China.This study find out the problems and how to solve these problems in the detailed rules of Shanghai by combining with the actual policy of each city, regional differences and exploring the different points of the urban integration of the same points, different points, characteristics and deficiencies through the detailed rules of each city about the specific context of educational background, qualified fraction line, acceptance department and so on.This study explore the way to resolve the difficulties of the household registration system reform in Shanghai and the connect between the residence permit system and the household registration policy based on the problems to set up an appropriate admission line for policy of integrating home in Shanghai. The policy of integrating home not only can attempt more talents for Shanghai,but also can  make public resources consumption to achieve a balanced maximum utilization.This study summed up the policy of integrating home which is accord with specific development practice in super cities like Shanghai.
