    摘要:建设施工的成本控制是建设施工的一个关键性目标。施工造价管理从工程投标报价开始,直至项目竣工结算完成为止,贯穿于项目实施的全过程。通过有效的全过程投资控制业主方能够对整个建设过程进行统一的控制,规避可能发生的投资风险。认为在市场竞争日益激烈的今天,有效的全过程投资控制是对建设施工成本控制的有力手段。本论文以施工总承包模式为例,在理论研究的基础上,还原施工总承包模式下的全过程投资控制的各个环节,并结合我国建筑市场全过程投资控制的实例,对国内现阶段全过程投资控制中存在的问题进行提出。并得出以下结论:(1)设计阶段,设计单位只进行初步设计概算和施工图预算的工作,不参与工程结算,导致造价控制的脱节(2)招标与施工阶段之间有很强的连带关系,招标方在招标阶段的任意压价,导致工程造价严重失真。这种情况使得个别施工单位通过低价中标,而在施工过程中施工方想方设法增加现场签证及技术变更,以获得额外收入,或者干脆偷工减料,在材料上以次充好来蒙混过关,留下质量隐患在施工阶段。本文将会根据各阶段的控制问题,提出各个阶段所存在问题的解决方法。10488

    Whole Investment Control during Construction Contract Mode
    Abstract: Cost control is the key of the construction project. Cost management of the construction should begin with the project bidding and end with the completion of the settlement, which happens throughout the whole project of construction. By effective investment control through the whole project, the owner can control the whole construction completely and avoid the investment risk. I think in today’s increasingly competitive market, the effective control of the whole process of investment is a powerful tool for the cost control of construction.
    This paper will take construction contract mode as an example. On the basis of theory study, every step of the whole investment control under this mode will be restored. Combined with real case of our country’s construction market, the questions, which have happened at the present stage, will be mentioned. And I get the conclusion as followed: (1) design period: designer only estimates preliminary design and budget of construction drawing, they does not participate in the project settlement, which lead to a mismatch between the investment control (2) There has a strong interlocking relationship between the bidding and construction period. When the bidder arbitrarily depresses the price, the building cost of project has to face the serious distortion. This situation results that some construction unit submit the bid by low price, and they may find any way to increase the on-site visa and technical changes during the project of construction to get more profit. In order to obtain greater benefit, they even choose to use inferior materials and turn out substandard goods and leave hidden trouble. The paper is based on every stage’s own problem to mention the solution.
