摘要人们的生产、生活离不开水，水务行业对一个城市、国家的发展起着十分关键的作用。伴随着我国经济近年来的飞速发展，市场化水平不断提高，市场经济的改革也将继续深化，其中城市水务设施的项目也因此得益不断发展，政府与民间的PPP合作项目也越来越多。87628

    本文根据我国南京水务的发展现状，着重提出对其引进公私合作模式进行相关的研究，主要运用实地调查分析、案例分析，对比分析、定量分析等研究方法，对外国的和我国的公私合作PPP模式的含义和类型进行研讨，结合目前我国的现实状况和城市水务行业公私合作PPP模式主要形式BOT、ABS等项目模式的具体采用的成效和相应产生的问题，并在作为政府角色角度上的政策引导、强化政府监督管理以及风险控制等措施上，提出改善、优化目前城市水务管理行业的改革发展问题和在公司合作模式应用中的不足的政府建议。本文目的在于解决、深化、优化城市水务管理行业公私合作模式的应用，富有成效地、高效率地改善投入资金的短缺以及实施效率的低下，形成城市水务行业“政府领头、广泛参与、市场化运作”的良性循环，促进社会经济与环境的可持续发展。

Title     Study on Problems and Countermeasures in the Application of PPP Model Project in Nanjing Water Group Co。,Ltd。                   

Abstract Nowadays, people can’t live and produce items without water。 Water industry is of significance for a country’s development。 Along with the rapid development of China’s economy and the improvement of market constantly in recent years, the market reform will continue to be deepened。 Therefore, the urban water project will benefit from it and achieve more cooperation between government and enterprise。 

According to the current development situation of Nanjing water, we put forward the research on the introduction of PPP model, through field investigation, case analysis, comparative analysis, quantitative analysis and other research methods to discuss the meaning and types of foreign and China’s PPP model, combined with the reality of city water industry cooperation mode of PPP:BOT, the effectiveness of ABS projects and the corresponding mode of the the cause of the problem, and put forward the improvement on the measures of policy guidance, strengthening the government supervision and risk control。 The purpose of this paper lies in solving, deepening and optimizing the city water management, improve investment shortage and the low performances of implement productively and efficiently which makes urban water industry to form “government leading, broad participation, market-oriented operation” cycle to promote sustainable development of society, economy and environment。
