摘要:中国建筑领域进入新一轮建设高潮，由于受多方面因素的影响，工程建设领域拖欠工程款问题愈演愈烈，因此，企业为了降低损失，需要关注和研究建设单位拖欠工程款索赔管理。

论文认为无论是建筑业还是其他行业都逐渐意识到解决建设领域拖欠工程问题的重要性。而事实上，建设领域的拖欠工程问题的成因是方方面面的且由来已久，已经成为工程建设领域早的症结之一，要妥善解决拖欠工程款也并非易事。因此有必要系统地研究拖欠工程款的现状、原因并提出有效的索赔途径。
分析了工程款拖欠问题的成因，显示建筑市场供求关系严重失衡和法律制度的不健全是问题的主要原因，应该督促政府部门完善这方面的法律，做出有效的惩罚机制，对受害单位提供保护。
通过对索赔的目标、定义、要点和流程详细的了解，使建设单位对于拖欠工程款索赔管理有了初步的头绪，在面对风险的时候有了目标和方向。
举出两个相关案例，对案例的索赔依据进行研究，认为建设单位想要进行索赔并取得成功，须把法律和自己所具备的材料、谈判技巧相结合。
该论文通过对某工程项目索赔的案例的分析和研究，验证了论文的理论研究成果。详细地呈现了建设单位面对工程款拖欠问题时候正确的应对和处理问题的方法。结果显示：某工程项目面对拖欠工程款时的行动基本契合论文理论研究，案例分析结果较好地支持了论文的理论研究成果。24598

Management research of development organization’s default on construction cost
Abstract：Chinese construction field has come to a new round of construction climax. Be influenced by many factors, default on construction cost has been more and more serious. Therefore, to reduce the loss, enterprises need to pay attention and research the administration of claim demage to default on construction cost for construction units.
The paper considers that whether the construction industry or others are gradually awaked the importance of solving the problem of arrears engineering in construction field. In fact, the genesis of the problem of arrears engineering in construction field was all-round and long-standing. It has been a serious problem in construction field. It’s not easy to solve the default on construction cost properly. So, it is necessary to study the present situation and reason of default on construction cost by the numbers, and put forward the effective claim way.
After it has analysed the genesis of default on construction cost. It shows that the relationship between supply and demand in construction market and the unsound of the legal system are the main reason to the problem. We should supervise and urge the government department to improve the law in this aspect, make effective punishment mechanism and protect the affected enterprise.
Based on the detailed understanding to the target, definition, main points and technological process of claim demage, construction enterprise has the preliminary clue to claim demage to default on construction cost. When faced to the risk, it has target and direction.
I made three cases to research the basis for claims. I considered that if construction enterprise wants to claim for compensation successfully, it should combine the law, data and negotiation skills.
Achievements of the paper are tested by analyzing and researching the project integrated management mechanism of the engineering project, which normally is seen as a successful implementation of the project integrated management technologies.Results show that: the way when the engineering project face and handle the problem of arrears engineering are basically correspond achievements of the paper, which means that achievements of the paper are supported by results of the case study preferably.
