摘要建设单位工程项目造价管理的目的是在合理估算建设投资的基础上，准确计算造价形成过程中的一切费用，并在实施过程中调节和监督费用的支出，及时纠正费用计划的偏差，以保证造价目标的实现，使建设资金发挥最大的投资效益。建设单位工程的造价管理贯穿于项目建设的投资决策阶段、设计阶段、施工阶段等全过程，对提高建设项目的投资效益和建设管理水平起着重要作用。50621
本文在论述当前国内外建设单位工程造价管理的研究现状的基础上，探讨了工程造价的费用组成、管理内容，分析了建设单位在工程项目造价管理各阶段管理中存在的问题，并就这些问题提出了建议，以期为业主方的工程造价管理起到借鉴作用。

Abstract The objective of project cost management of a construction unit is to invest in the construction of a reasonable estimate based on the formation process of accurately calculate the cost of all costs, and in the process of implementing regulation and supervision costs of expenses, and promptly correct the deviation cost plan in order to ensure cost goals, so that construction funds to maximize investment returns.Construction unit project cost management throughout the project construction investment decision-making phase, design phase, construction phase of the whole process, to improve investment returns and management level of construction projects plays an important role.
This paper discusses the current domestic and foreign construction unit project cost management research status, based on the cost of the project cost study composition, manage content,analyze the construction unit cost management in all stages of project management problems, and on these issues made recommendations to play a reference for the project cost management of the owner.
