摘 要:淮安市位于淮河流域的下游区域,以废黄河为界限,南面是淮河水系,北面是沂沭泗水系,主要水体有淮河、洪泽湖、淮河入江水道、苏北灌溉总渠、淮河入海水道等。随着淮安市城市化建设、工业区的建设、住宅区建设的不断加速以及城市人口增长,城镇污水排放总量也在不断地增长,而污水的处理水平却仍然比较低,效率也不高,这是当前淮安河、湖、水库污染严重的主要原因之一。本文把淮安市作为评价单元,分析了淮安市内水体污染来源的空间分布、变化趋势及其对环境的影响、各个城镇对污水处理设施及其配套的基础设施的需求以及淮安市各城镇现在的污水处理能力与污水排放的空间分布。利用ArcGIS,将淮安市各城镇分为维持现状区、潜力释放区和治污增强区,对比分析这些地区污水排放与污水治理能力,提出污水处理设施与配套基础设施建设的优化建议,为淮安市内各个城镇的污水处理厂选址提供科学的依据。人口众多、城市化与工业化发展地比较快的地区,需要扩建污水处理设施及基础配套设施,加强区域污水治理能力。位于市区边缘地区的乡镇,保持现有的污水处理设施及管道网络配套设施大致可以满足未来的处理需求。而一些位于工业园区、经济开发区等地区的乡镇,污水处理设施足够,但是需要加强污水管道网络等相关基础配套设施的建设,释放出现在污水治理潜力。85864

Abstract:Huai'an is located in the lower reaches of the Huaihe River Basin, with the old course of the Yellow River as the boundary, the south is the Huaihe River system, the north is Yishu Si water system, the main waters are Huaihe River, Hongze Lake, Huaihe-ChangjiangWater-way, Main irrigation channel of north Jiangsu, Huaihe waterway,etc。With the urbanization of Huai'an City, the construction of industrial districts, the continuous improvement of residence zone and urban population growth, the total urban sewage discharge is also growing, while the sewage treatment is still relatively low, the efficiency is not high, this is one of the main reasons for the serious pollution of Huai'an River, Lake and Reservoir。 In this paper, taking Huai'an City as an evaluation unit, analysing water pollution’s spatial distribution of sources, trends and their impacts on the environment。With ArcGIS,piding Huai'an City into three parts: the maintaining the status quo area, the potential releasing area and the pollution enhancement area。 This paper analyses the sewage treatment demand and treatment ability of these areas, puts forward advice for the construction of sewage treatment facilities。The areas with large population, urbanization and industrialization develop fast, they need to expand the sewage treatment facilities and infrastructure facilities to strengthen the regional sewage treatment capacity。 The areas located in the urban fringe just need to keep the present condition。And some areas located in the industrial park, economic development zones,their sewage treatment facilities are enough, but they need to strengthen the sewage pipe network and other related infrastructure facilities’ construction。
