摘 要: 在知识经济时代,人才资源成为第一资源。人才尤其是高层次创新人才日益成为促进一个国家和地区经济发展、社会进步的重要力量。作为一种关键性的战略资源,高层次创新人才是科技进步、经济发展的主要推动者。高层次创新人才已成为各国争夺的焦点,并且制定了相关政策措施引进、培养高层次创新人才,以便在竞争中占据有利地位。本文以国内外高层次人才引进研究理论为基础,选取可比性较强的一些国家和地区,对其高层次人才引进现状和策略进行分析与研究,对这些国家和地区的人才引进方式以及人才策略作用的发挥作具体阐述;然后根据调查问卷取得的数据和资料,深入分析目前河南省高层次创新人才引进的举措和现状,得出河南省高层次创新人才引进存在的问题,对其原因进行分析;最后从其环境特点、引进模式和用才留才机制系统化建设三个方面提出对策建议。38111

High-level innovative talents in henan province
Abstract:: in the era of knowledge economy, human resources will become the first resources.Talents especially high-level innovative talents has become a promotion of a country and region an important force in economic development and socialprogress.As a key strategic resource, high-level innovative talents are the main drivers of scientific and technological progress, economic development.High-level innovative talents has become the focus of national competition, and formulate the relevant policies and measures to introduce and cultivate high-level innovative talents, so that a good position in the competition.In this paper, based on the high-level talents at home and abroad research theory, selection of comparable stronger in some countries and regions, the high-level talent introduction of present situation and strategy analysis and research, the way of introducing talents, and these countries and regions, and specific description of its role in talent strategy.Then according to the questionnaire data and information, in-depth analysis of current measures and status quo of high-level innovative talents in henan province, it is concluded that the problems existing in the high-level innovative talents in henan province, to analyze its reason;Finally introduced from its environmental characteristics, patterns and relief of retention mechanism of systematic construction three aspects put forward the countermeasures and Suggestions.
