摘要开发农村人力资源、培养高素质的新型农民,对全面建设小康社会目标的实现具有重要的战略意义。本研究在分析江苏省如皋市农村人力资源开发现状的基础上,发现其存在政府对农村人力资源开发重视不够、农村居民自我开发意识不强、农村人力资源开发投资不足、结构不合理等问题,根据人力资源开发相关理论,借鉴国外农村人力资源开发的先进经验,提出加强宣传、努力营造农村人力资源开发的良好氛围、政府加大投入、多渠道筹措资金等加快推进如皋市农村人力资源开发的对策建议。49426

Rural Human Resources Development Strategy in Rugao City
Abstract
Developing rural human resources and training high-quality new farmers is of an important strategic significance in the realization of the goal of building a moderately prosperous society.This study is based on the analysis of the status of rural human resources development of Rugao City in Jiangsu Province.It has been discovered that it exists some issues such as insufficient attention paid to human resource development in rural areas by its government,weak self-development awareness of rural residents,lack of investment in human resource development in rural areas,irrationality of the structure and so forth.Based on the related theory of human resources development and using the advanced experience of foreign rural human resources development for reference, it proposes some upgraded suggestions such as strengthening the publicity,putting efforts to create a good atmosphere of rural human resources development,increasing investment by the government and accelerating the suggestions of the rural human resources development in Rugao City.
