摘要：以 QH 区四家民办养老机构面临的发展困境为入手，通过对民办养老机构利益相关 方：养老机构负责人、入住老人和主管部门的负责人的调查来认识当前发展困境的原因， 一是社会福利社会化降低了政府在养老中的责任，二是部门分割导致政策执行难，三是民 办养老机构的自身错位；在此基础上提出民办养老机构的出路：一是从正确看待养老服务 的属性支持民办养老机构发展，二是坚持分类支持发展养老服务，三是加快政策落实，四 是大力发展社区民办养老机构，推进社区照顾。74392

Abstract: Taking the development dilemma of four private pension   institutions in QH    distric to start,through the survey of the private pension institutions stakeholders:head of the pension agency,check for the elderly and the head of administrations to understand the reasons for the current development dilemma。Firstly,socialization of social welfare reduces the government responsibilities in the pension。Secondly, it is difficult to perform policy because of the separation of departments。The last one is the private pension agency of its own identity。On the basis of the reason above,we can put forward the way of private pension institutions。To begin with,we should view the pension service attributes correctly and support the development of private pension institutions。Besides,authorities concerned should support the development of  pension service with classification。Accordingly,it is high time to speed up the implementation of policies。 Eventually,what is necessary is to develop the private pension institutions in community and promote community care。

1 引言

面对急剧而来的人口老龄化，当前中国政府和社会都缺乏足够的准备。这不仅表现在 社会经济的发展水平与人口老龄化水平及其发展速度上的不协调，而且也表现在如何应对 人口老龄化的相关策略的匮乏。随着工业化进程的加快，社会结构的不断变迁，以及家庭 结构的变革，传统的居家养老模式正日渐失去过去的支撑地位，机构养老正扮演越来越重 要的角色。近年来，随着社会福利及养老服务社会化的推进，我国的民办养老机构正逐步 兴起，并快速增长，成为机构养老服务领域的主要力量。但目前，由于经济水平、民众思 想观念以及政府政策等多方面的原因，民办养老机构在发展过程中面临很多问题和症结， 严重的制约着民办养老机构的发展。论文网
