摘要改革开放后，中国教育程度不断深化，对高等学院的教育设施也提出了新要求。但要 建设高校后勤基础设施，往往需要大量资金的支持，而目前制约我国高校发展进步的首要 原因恰是资金短缺问题。面对这种情况，许多高校借鉴国内外经验，将 BOT 这一国际流行 的新型融资方式引入到高校建设中去。本篇文章主要针对 BOT 模式在中国高校中的应用进 行研究，简要概述 BOT 模式的相关理论，并以厦门理工学院为例，结合国内外相关项目经 验，简要分析高校采用 BOT 模式建设后勤设施的优势以及因高校特性而存在的问题，并针 对其实践过程中的困难提出相应的解决措施。75926

Title Research on the application of BOT model in the management of university logistics facilities in China: A Case Study of Xiamen University of Technology

Abstract After the reform and opening up, China's education level has been continuously deepened, and the educational facilities of the higher education institutions have also put forward new requirements。 But to build the university rear service infrastructure,it often need a large amount of financial support, and the primary reason for the development and progress of China's colleges and universities at present is just the problem of shortage of funds。 Faced with this situation, many colleges and universities draw lessons from the domestic and foreign experiences, introducing the international popular new financing mode of BOT into the construction of the University。 And because of the high school characteristics and the presence of this article mainly research the application of BOT model in China's institutions of higher learning, theory of BOT model in a brief overview and take Xiamen University of Technology as an example, combined with the domestic and foreign relevant project experience, briefly analyzes the the advantages of BOT mode of construction of logistics facilities, and in view of the difficulties in the course of practice put forward corresponding solutions。

1绪论

1．1研究背景

改革开放以来，中国经济不断发展，对人才的需求与日俱增，因此，提高高校教育水平 是中国经济持续发展的当务之急。而高校后勤设施的建造是高校发展的基础，进步的前提。 为了保证学校的建设需要，学校每年都会收到大量的政府拨款。但随着高校不断发展壮大， 招生数量不断增加，高校后勤基础设施不断扩建，政府资金已经无法满足高校发展的需要了。 为此，很多学校出现宿舍破旧、基础设施缺乏的现象，资金缺口已经严重阻碍了高校后勤设 施建设的步伐，制约了高校教育水平的提高，解决这一问题迫在眉睫。
