摘要残疾人属于社会弱势群体，需要国家的支持与帮助。我国目前对于残疾人的政策仍以 救济为主，而且由于城乡二元结构的巨大差异，更多地也是以城镇残疾人为主要对象，对 农村残疾人有所忽略。因此，本文希望可以对农村残疾人福利获取情况加以研究，了解农 村残疾人福利实施中出现的一些问题，并试图给出一些建议。本文以江苏省 X 乡为调查对 象，采用个案访谈的方法，选取了五位残疾人进行访谈，了解其福利获取情况，发现 X 乡 残疾人福利实施中主要存在的问题有：残疾情况较轻的残疾人只能获取物质福利这对家庭 困难的残疾人会有一定影响；福利领取的消息宣传不到位；存在残疾福利分配不公平问题； 政府职责不明确导致残疾人无法及时了解到其福利获取的情况；政府网站信息贫乏、更新 较慢。本文尝试给出的建议有：完善残疾人福利的政策法规；建立“普惠+特惠”型的福利 补贴模式，提高残疾人福利水平；培养或招聘社会工作等专业人才从事残疾人的事务；运 用“互联网+”的服务模式，提高效率。76016

Title Investigation of Rural Welfare Problems in Implementation

Based on the survey in Jiangsu Province township X

Abstract

People with disabilities belong to the disadvantaged groups of society，who need support and help from the country。 China's current policy for people with disabilities is still given priority to with relief。 And because of the huge differences between urban and rural dual structure, town of persons with disabilities is the main target, while rural people with disabilities are ignored。 Therefore, we hope that we can get on the welfare of rural people with disabilities to study, understand some problems of rural disability benefits that arise from implementation, and tried to give some advice。 Taking X Village in Jiangsu Province for the survey, we select five people with disability to interview so that we can know something about their benefits , with the method of case interview。 The main problems in implementation of the disability benefits in X township are found: disability lighter can only obtain the material benefits for the disabled, which may have certain influence for the disabled whose family is poor; news propaganda of

benefit recipients not in place;Government responsibility is not clear cause the disabled cannot timely to know the cases of their benefits acquired; the government website’s information is poor and updates slowly。 We try to give such suggestions: improve policies and regulations of the disabled welfare; establish a “Inclusive+ Preferential” type of welfare subsidy model to improve the welfare of persons with disabilities; train or hire social workers or other professionals engaged in the affairs of the disabled; use the "Internet +" service model to improve efficiency。
