摘要我国加入了世贸组织，纺织业的地位有了极大的提高,已然成为一大竞争优势极强的产业。但是我国纺织产业也存在产业职员多以农村劳动力为主，技术和人才紧缺等缺陷，实现丝绸纺织产业的体面劳动和社会升级问题亟待解决。76806

应用文献研究法综述了相关研究现状，界定了体面劳动和社会升级的概念，认为实现体面劳动和社会升级意味着劳动者的权利将得到保护，收入、技能和福利得到保证。运用问卷调查法探究盛泽丝绸纺织业集群体面劳动基本现状，发现从业者对于当前工作的满意程度和其预期的有一定差距。揭示了该集群实现体面劳动存在的问题：劳动力群体大部分为高中以下的水平，受教育水平普遍不高；对维护自身权益的观念极为单薄，致使自身的合法权益处在无保障的境地；还存在来自公司内部的也有来自外界的歧视问题。并从就业、劳动技能提升、体面劳动保障等方面提出了实现产业集群社会升级的途径。

Abstract China's accession to the WTO, the status of the textile industry has been greatly improved, has become a major competitive advantage of a strong industry。 However, China's textile industry, there are industry-based staff of more rural labor force, technology and personnel shortages and other defects, the silk textile industry to achieve decent work and upgrading of social problems to be solved。

Current Situation related applications reviewed literature research, defines the concept of decent work and social upgrade, consider upgrading to achieve decent work and social rights of workers means that will be protected, income, skills and welfare guaranteed。 Questionnaire survey to explore the basic status SILK TEXTILE INDUSTRY CLUSTERS decent work, practitioners found that the current job satisfaction and their expectations have a certain gap。 Reveals the problems that exist in the cluster to achieve decent work: labor groups mostly below high school level, education level is generally not high; the concept of the maintenance of their rights is extremely thin, so that their legal rights in the insecurity situation; also from exist within the company there are also problems of discrimination from the outside world。 And proposes ways to achieve social upgrading of industrial clusters from employment, labor skills upgrading, security and other aspects of decent work。
