摘要徐州市新城区由于城市化速度快、建设时间短、土地财政依赖明显、城市规划与产业规划整合协调不够等原因，新城区房地产经济比重大、主导产业单一，现代服务业发展业态不高、规模不大、增速不快、体系不全、结构不优，表现出产业结构不合理与城镇化功能不完善共存，产业薄弱、人气不旺与城镇功能不全同在，产业结构效益低下与城镇化质量不高相伴等产城不融合问题。针对于此，本文从产城融合概念出发，提出新城区建设应以理念人本化为引领，以产业多元化为抓手，以布局科学化为导向，以功能多元化为归宿，加快产城融合，实现安居乐业。76810

Abstract Due to the fast pace of urbanization, the short-time construction, the land financial dependence, the short coordination of city planning and industry planning and so on，some problems happen in the development process in new urban district of Xuzhou city。 That is, the estate economy takes a great proportion, the dominant industry is single, and the industry’s format is not well。 Its scale is small and its growth is not fast。 The system of it is not complete as well as the structure。 All of that shows that irrational industrial structure and urbanization function is not perfect coexistence。 Industry is weak, which is not popular with urban function and not complete。 For this, this paper embarks from the production city fusion concept, promoting that should put forward new district construction in philosophy humanism into lead, industry persification as gripper, science as guide, based on functional persity, speed up the production city to achieve that people live and work in peace and contentment。
