Abstract
With further accelerate the pace of economic globalization, Chinese gradually integrated into the world economy and occupy an increasingly important position; especially China proposed "The Belt and Road plan", China synchronous development will follow the path with world economy. China's agricultural and rural economy in the 30 years of reform and opening up have made great but in the new world. The development of economy, agriculture and rural economy is facing double challenges and opportunities, on the one hand to expand the space for agricultural market space and adjust agricultural structure, on the other hand, China's agricultural economy will face the global agricultural economic competition. 一、研究综述
㈠问题的提出及研究意义
农业、农村、农民的问题一直是我国改革开放和现代化小康社会建设的重大问题。中央关于制定国民经济和社会发展第十三个五年规划的建议指出“大力推进农业现代化。农业是全面建成小康社会、实现现代化的基础。加快转变农业发展方式，发展多种形式适度规模经营，发挥其在现代农业建设中的引领作用。着力构建现代农业产业体系、生产体系、经营体系，提高农业质量效益和竞争力，推动粮经饲统筹、农林牧渔结合、种养加一体、一二三产业融合发展，走产出高效、产品安全、资源节约、环境友好的农业现代化道路。”而加快农业和农村经济结构调整,是提高农业经济效益,增加农民收入，农业走向现代化的根本途径。改革开放以来，我国农业的发展取得了举世瞩目的成就，我国粮食产量总体呈较快增长态势，粮食总供给量不断增加，粮食产量从1978年的30476.50万吨增加到2014年的60702.61万吨，在过去的12年里粮食产量更是实现年年连增的情况。但随着经济的快速发展，农业经济发展带来的效益越来越低，农村青壮劳动力不断流失，城乡差距不断扩大，农村市场发展缓慢，“三农”问题已经成为国民经济发展的“瓶颈”。随着市场环境的变化，农业经济结构矛盾更加突出。现阶段农产品供求总量平衡与结构性紧缺的矛盾凸显，农产品生产成本不断增加，而收益却不断下降，一地增加农业产量并不会解决农业发展中的矛盾，必须着眼于农业经济结构的调整，让农业发展持续、高效，走现代化农业之路。
