摘要：网络舆论因新媒体的发展在国内互联网上大量地涌现。网络舆论监督从20世纪90年代开始起步至今，有繁荣之时也有瓶颈之期。目前，我国网络舆论监督的意义在于推动我国建设、为公共政策制定依据以及有效地维护公民的权益。针对网络舆论监督的发展现状，笔者总结了以下三大困境。首先，网络舆论监督有时会被戴上严重的“有色眼镜”；此外，舆论监督被扭曲渐渐形成虚假监督；最后，网络虚拟性和匿名性也常常会造成“网络暴力”。针对这些问题，本人提出了一些对策。建立并完善我国网络舆论监督的法律法规体系；加强网络信息空间治理，净化网络空间以及通过优秀的意见领袖领导群众以增加网民的法律素养和道德素质。希望网络舆论监督的成效会更上一层楼。42346

Network Supervision of Public Opinion in the New Media World

Abstract: Network public opinion on the Internet because of the development of new media on the Internet in a large number of emerging. Network supervision of public opinion from the beginning of 1990s, there has been a period of prosperity when there is a bottleneck. At present, the significance of the supervision of network public opinion in our country is to promote the construction of our country, to establish the basis for the public policy and to effectively protect the rights and interests of citizens. According to the development of network supervision of public opinion, the author summed up the following three major difficulties. First, the network supervision of public opinion is sometimes is put on the serious "tinted glasses"; in addition, supervision by public opinion distorted and gradually form a false supervision. Finally, network virtual anonymity and often resulting in "network of violence". Aiming at these problems, I put forward some countermeasures. To establish and perfect the legal system of supervision by public opinion of China's network; to strengthen the management of network information space, purify network space and through the excellent views of the leaders of the masses to increase users of legal literacy and moral quality. Hope that the effectiveness of network media supervision will be more on the floor.
