1。1。1 Bilingual Instruction in China
Nowadays, the bilingual education that takes Chinese and English as the media languages is springing up。 However, because the bilingual education in colleges and universities of China faces kinds of problems, the bilingual education does not achieve an ideal effect under many conditions。 This paper means to probe into the problems in bilingual education in universities of China, and advanced countermeasures, with the hope of helping colleges and universities achieve the goal of bilingual education。
As a kind of new teaching method, bilingual education was introduced by some experts at the beginning of 21st century, firstly appeared in some coastal cities, such as Shanghai, Beijing, Xi’an and Guangzhou, where beneficial condition can be applied。 In three or four years, the idea of bilingual education was gradually accepted cautiously。 In China, English is the main foreign language which is widely used in most middle schools。 Bilingual education is widely accepted as an education program for students whose native language is not English。 Students are taught for some portion of school time in English。 They will keep up academically while they spend much more time in learning English because they can learn subjects in their native language。 The ultimate goal is to make the students have the ability to have any class in English with no difficulties。 They can communicate both in Chinese and English fairly well and English is no longer a foreign language for them but a second language in school。

In other countries, bilingual education is a source of controversy or debate among educators and political leaders。 The United States (US) for example has a number of different policies regarding language and education, with a great deal of effort being used to support English-only learning。 In some states, new students may have one to three years of learning in their native language while also learning English, before moving into predominantly English classrooms。
