2.2 Government work report
Political essays are a type of the non- literary text, of which forms are distinct from technology papers, news reports and advertising brochures. With an aim of analyzing and expounding standpoints to publicize politics, its contents are concise and precise while featuring accuracy, completeness and objectivit y. (Wang 109-112). The structure of the government work report is usually pided into three parts: the first part is about work review of the previous year, which usually includes achievements already achieved and completion of basic economic indicators. And then government work can be separated into several species, including economy, social undertakings and labor work. Thus detailed work initiatives and desirable results can be discussed later. The second part is connected with work tasks that very year, which can be stated as summarizing all the assignments remaining to be done and work plans and objectives of the government. To be precise, programmatic words are listed first to declare basic ideas and main tasks of the government. And then government work can be classified into several varieties such as economy, social undertakings and labor, each describing work measures and plans to be implemented respectively. The last part is related to self-construction of the government, which involves government functions, democratization construction, administration and ethics construction. Apart from above three main parts, the report also contains aspects of foreign affairs and international situation. In addition, there are also
appendices in the end so as to explain new nouns or proper nouns appearing in the report.
Wang Nongsheng (Wang 56-59) once pointed out the importance and potential difficulties of the translation in political papers, which can be illustrated as follows: In the first place, political essays are marked by the governmental overall political guidance for the people’s well-being. Under the circumstances standards for the translation must be at a high level. Moreover, the national interests, or even its relations with other countries, may be ruined unless English versions are in loyalty to the original ones. Furthermore, quite a number of new proposals or concepts with Chinese characteristics are set forth and emerge much more often than ever in the report. In this context, it can take great effort to find complete counterparts in English. What’s more, Chinese writing is distinguished from English in terms of choices for words and sentence patterns. Thus, translators may come across a string of consequential obstacles in the period of translation.
