摘 要：现代社会正在经历着广泛而深刻的变化，这种空前的变化，既能够给社会发展带来强大动力，但同时也必然伴随尖锐的社会矛盾，其中尤以群体性事件的频发为甚。本文以对茂名PX项目事件的分析为出发点探讨了引发群体性事件的因素之一—邻避效应出现的原因、影响以及解决方式。本文认为规避邻避效应的主要责任在于政府，也就是政府要在事件发生时，积极听取利益相关者的诉求，并通过外部性内在化，补偿和搬迁等方式来平息居民对邻避设施的反对情绪，才能不让事态过于恶化；同时体制外多主体的力量也必不可少，两者相互作用，才能更好地解决邻避危机90517

Abstract: Chinese society is undergoing extensive and profound changes。This kind of unprecedented change, not only can bring strong driving force for social development, but also bring a sharp social contradictions, especially in the frequency of mass incidents。 Based on the analysis of maoming PX project events as the starting point to explore one of the factors that cause the mass incidents --Not In My Back Yard and the effects, solutions and impacts of this phenomenon。 This paper argues that preventing this phenomenon is the main responsibility of the government。It means that in both events , the government should actively listen to the demands of the stakeholders, and through the internalization of externality, compensation and relocation residents to quell tensions, to make matters take a turn for the better 。 At the same time, the power of the multi-agent system is also indispensable, and the interaction between the two can better solve the crisis。 源G于J优L尔V论N文M网WwW.youeRw.com 原文+QQ75201`8766
