摘要：城市的贫困问题是长久以来一直存在的社会问题，无时无刻不困扰着世界各国的政府和民众。本文将结合我国新中国成立以来颁发和实施的一些重要的城市反贫困政策，将这些政策发展的沿革和转向主要划分为三个重要的阶段，依次为：1949年至1983年，以脱贫为目标，单位为责任主体的单位救助阶段；1984年至1998年，以温饱为目标、多方责任体制下的社会救助阶段；1999年至2008年，以小康社会为目标，政府为核心的社会保障阶段。最后，作者会对以后的城市反贫困政策的未来选择与选择做出了有关讨论，把精神健康为目标，倡导公民身份的社会保护则将成为今后下一阶段的主题。10905

Research on the evolution of China's urban anti-poverty social policy development and tendency
Abstract: The problem of poverty is a chronic problem of society,which always haunts the government and the people around the world. Accordingly, it is necessary to draw a conclusion of 60 years' urban anti-poverty social policies in the 60th anniversary of the founding of China. The essay appropriately focuses on a number of important urban anti-poverty social policies in those years. The author classifies the 60 years as different three important stages according to those social policies. The following stages are, from1949 to 1983, to get out of the poverty, a unit as the main power had the main responsibility to provide assistance; from1984 to 1998, to adequate food and clothing as the goal, with the multi-responsibility system of social assistance; from 1999 to 2008, with the objective of a well-off society, the government played as a core role in the social security. The essay also gives some suggestion on the future development of the urban anti-poverty social policy, highlighting the mental health, advocating the citizenship and social protection system, all that three key words will become the theme of the next phase of the future.
