摘要:随着世界经济全球化的不断发展,企业越来越专注于自身擅长的领域,发挥自身的优势,并注重与其他企业的合作。人力资源业务外包作为一种能够让企业更好地应对市场经济的发展,合理配置人力资源,从而达到降低成本,提高自身的经济效益的重要策略,正以一种迅猛的势头发展。但由于我国市场经济还不完善,这种策略还有很大的风险。本文通过大量的文献阅读,综合运用交易成本理论、核心竞争力理论、委托代理理论以及SWOT分析法,对人力资源业务外包的动因及外包的风险进行分析,并对人力资源业务外包的风险提出相应的规避对策。并结合J公司的实际情况,对其绩效考核业务外包进行风险分析,运用层次分析法与模糊综合评价法对风险进行定量评价,并对风险进行控制。本论文对其它企业人力资源业务外包也具有参考价值。

Research on motivation,  risk  and  Countermeasure  of HR Outsourcing

Abstract:With the continuous development of the world economic globalization, enterprises are more and more focused on their own good areas, to play their own advantages, and focus on cooperation with other enterprises. The human resources outsourcing as a way to enable enterprises to better cope with the market economy development, the rational allocation of human resources, so as to reduce the cost, an important strategy to improve their economic benefits, with a rapid momentum of development. However, due to the imperfect market economy, there is still a great risk to this strategy. In this paper, through reading a lot of literature, comprehensive use of transaction cost theory, core competence theory, principal-agent theory and SWOT analysis method, the risk factors and outsourcing of human resources outsourcing and the analysis, and put forward the corresponding countermeasures to avoid the risk of human resource outsourcing. Combined with the actual situation of J company,  the risk analysis of its performance appraisal outsourcing is carried out, and the risk evaluation is carried out by AHP and fuzzy comprehensive evaluation method, and the risk is controlled. This paper also has reference value to other enterprises' Human Resource  Outsourcing
