摘要:进入21世纪以来，大学生就业以及一系列相关问题被越来越多的人关注。同时，社会保险制度的改革的呼声越发高涨，改革也被提上日程。如何利用现有的失业保险制度，促进大学生就业，对促进我国的经济和社会发展，实现我国“科教兴国”和“人才强国”的战略具有重要的现实意义。38373
论文主要以大学生的就业情况、就业相关的社会保障政策作为依托，旨在研究我国现时采取的促进大学生就业的制度和措施，对促进大学生就业的失业保险制度进行初步的构建。
论文第一章绪论主要就选题的目的和意义，国内外研究现状做一综述，并就此次说明研究的思路和研究的方法。
论文第二章主要借助数据对目前大学生就业和失业保险制度的现状做简单的叙述，并对大学生就业所存在的问题做分析。大学生的就业与一般失业人群所需要的就业不同，大学生失业是兼具普遍性和长期性的严峻问题。大学生失业是高成本、高预期性的事业。大学生失业与社会的稳定紧密相关。大学生的就业值得倾斜保护。我国目前对大学生就业相关的政策制度基本形成体系，但是，我国目前关于大学生就业的保障制度存在着立法层次低、操作性不强等问题。
论文第三章通过对发达国家，如美国、德国、日本，以及发展中国家，如巴西、印度等国家促进大学生就业立法方面的实践分析和比较，得到对我国促进大学生就业的失业保险制度的有益启示。
论文第四章从完善失业保险的制度入手，对促进大学生就业的具体措施做一构思。从增强大学生就业的意识，到强化国家、学校、家庭三方责任，提高失业保险制度的可操作性和保障力度，初步构建促进大学生就业的社会保障制度体系。
论文第五章将对前文的内容做一个总结。得出本文的结论。
