摘要:建筑工程项目有流动性和密集性两大特点。施工流动性大,生产周期长,作业环境复杂,可变因素多,工业化程度较低,需要大量人力资源的投入。同时,普遍作为建筑工人的农民工,文化素质和技术水平较低,对安全知识的接受能力差。作为企业自身,常常存在以下几个特点:工程安全生产投入不足,而且安全措施资金还经常被占用或挪用。通过招投标得到的工程项目,安全措施费通常不能过多考虑,建设单位从本身的利益出发,通常也是在最低价和次低价中选择。施工现场安全管理在低水平上徘徊。施工单位项目点的安全管理忙于应付各种检查,在纠正一些不戴安全帽、喝酒上班等显而易见的问题上抓得紧,而对一些投入较大的预防措施上,如临边防护、漏电保护、一机一闸,侥幸心理占得比较大,往往做不及时、做不到位。9150

Abstract:Construction engineering project has two characteristics ,liquidity and intensive. Construction fluidity is big, production cycle is long, the working environment is complex and variable factors, the degree of industrialization is low,which needs a lot of human resources. Generally as migrant workers, construction workers, meanwhile, whose cultural quality and technical level is low, the safety knowledge and acception ability are poor. As the enterprise itself, often have the following characteristics: engineering production safety investment is insufficient, and safety measures also are occupied or misappropriate funds. Through the bidding for the project, security fee is not usually considered, the construction unit in the interests of the itself, often also is in the lowest price and low price choice. The construction site safety management is at the low level. Safety management of construction unit project sites are busy deal with all kinds of inspection, in correcting some obvious problems ,such as no wearing a helmet, drinking, working on the catch was tight, but for larger in some preventive measures, such as border protection, leakage protection, just one brake, fluke mind occupies a bigger, and often do not in place in time.
