摘要：政府风险投资引导基金是一种特殊性的基金，特殊性在于其非商业性，是一种政策导向性基金。政府风险投资引导基金的投资方式主要是以参股的方式和债权融资的方式进行，其主要目的是带动社会投资，使我国中小企业健康快速发展。政府的风险投资引导基金推动了我国资本市场的快速发展，但是由于其投资标的混乱，投资后管理不到位，从而导致其作用没有充分发挥出来。为了使政府引导基金的运行平稳高效,就必须要有一套相应的引导基金绩效考核标准。所以,建立一套适合评价我国的政府风险投资引导基金绩效评价指标体系具有很强的现实意义。本文通过借鉴政府风险投资引导基金绩效评价经验,对其优点进行总结，缺点进行分析，从而给建立政府引导基金评价模型做好准备。29062

A research on the performance evaluation of government guiding Fund
Abstract: The government guide fund is a special fund which is non-commercial and policy-oriented. It is mainly based on equity investment and debt financing and aims at promoting social investment so as to stimulate the rapid and healthy development of China's small and medium enterprises. The government guide fund has promoted the rapid development of China's capital market, but because of its investment standard confusion and low level of investment management, it has not fully functioned. In order to make the government guide fund develop stably and rapidly, there must be a set of corresponding guidance fund performance appraisal standards. Therefore, it is of great practical significance to establish a set of evaluation index system which is suitable for evaluating the government's venture capital investment in China.This thesis took the experience of government-guide venture capital performance evaluation as reference, summarized its advantages and analyzed the shortcomings, so as to prepare the government to guide the fund evaluation model.
