摘要：近年来随着中国人口红利减少，改革开放步伐相对迟缓，中国的经济发展出现瓶颈，促进经济增长需要新的引擎；与此同时，WTO的多哈回合谈判陷入僵局，美欧日等发达国家试图建立一套平行于WTO的体质，中国面临二次入市的危险；中国的经济发展需要自由的金融市场提供支撑，近年来人民币国际化呼声越来越高。我国积极应对国际形势，探索对外开放的倒逼内部改革的新政策。通过开放上海自贸区先行先试，进而拓宽内地对外开放的政策，为中国全面对外开放打下了基础。然而，自贸区的建设也存在着各种挑战：国内外的适用法律不一致；人民币国际化存在风险；政策开放度不好控制等等。通过研究其他国家的自贸区案例结合中国上海的实际情况，我提出适合中国上海自贸区经济发展的建议，希望能对国家的建设出一臂之力。32983

The Research for the Location and Construction of Shanghai Free Trade Zone
Abstract：In recent years, as China's demographic pidend reduction, the reform and opening-up relatively slowed, China's economic seems to have a bottleneck in the period, promote economic growth requires a new engine; at the same time, the Doha Round of WTO negotiations stalled, the United States ,Europe and Japan and other developed countries trying to establish a parallel constitution with the WTO's , China is facing the danger of a secondary entering the market; and China's economic development needs the free financial market to provide support in recent years, the voice for the internationalization of RMB is increasing. We actively cope with the international situation, to explore new policy of opening up Forced internal reforms. Shanghai Free Trade Area by opening a pilot, and then broaden the Mainland's policy of opening up, China's overall opening up the foundation. However, there are a variety of challenges during the construction of Shanghai free trade zone: applicable law at home and abroad is not consistent; there is a risk of RMB internationalization; policy of openness can not be controlled freely and so on. After studying the FTA case in foreign countries and combined with the actual situation in Shanghai of China, I made some advice for China's economic development in Shanghai FTA, hoping to build a hand against the state.
