摘 要：全面预算管理，出现在上个世纪二十年代，最早将这一理念应用于企业管理的，是美国的通用汽车公司。我国是自改革开放后，人们才逐渐认识“全面预算管理”的概念。伴随着我国经济的高速发展，这一理念如同清风吹来，渐渐被我国的企业接受，并加以很好的利用，成为企业管企业内部控制等方面起着重要的作用。本文从全面预算的概念着手，以射阳六和饲料有限公司为例，深度剖析了我国企业全面预算管理在执行过程中出现的问题，产生这些问题的原因，并针对出现的问题，给出了行之有效的解决方法。希望对行业的其他企业实施全面预算管理有所帮助。92874

Abstract: Comprehensive budget management first appeared in the 1920s。 The first one who applies this concept to enterprise management, is the General Motors Corporation。 It was not until the reform and opening up that people in China came to realize the concept of "comprehensive budget management"。 With the rapid development of China's economy, this concept comes like the breeze blowing。 It was gradually accepted by Chinese enterprises, and many enterprises make good use of it, which has become an important part of enterprise management。 Financial management,which is the focus of enterprise management, plays an important role in regulating the financial behaviors of the enterprises 。This report is based on the concept of comprehensive budget, and take Sheyang Liuhe fodder Co。 Ltd as an example。 It gives an in-depth analysis of the possible problems in the implementation process of comprehensive budget management in China , the reasons for these problems and the solutions to the problems。 I hope that this research may be of good use to the implementation of comprehensive budget management for other enterprises in the industry。
