摘要网络新媒体的触角在信息化时代已经深入社会生活的各个方面，并且发挥着越发重要的影响力。网络新媒体孕育着政府与公民之间新型的沟通方式，提供传统媒体所无法提供的即时对接、多维沟通与双向回复的互动机制，在民众、社会及政府之间架起了全新沟通桥梁。政府可以利用网络媒体传播资讯、引导舆论;公众、社会可以通过网络发表言论、提出意见。然而，政府与民众之间在网络新媒体中的互动交流在利益矛盾、互信不足等因素的放大效应下暴露出诸多问题。究其原因，主要是政府决策机制不健全、行政权力过于集中，政府与民众之间缺乏有效地网下沟通渠道及信任机制等。正视政民互不信任现状，揭示并探析网络新媒体背景下政民互动互信缺失现象及其问题成因，探索完善政府决策机制、建立健全政民沟通交流机制，对于社会的稳定发展，民主进步的深化有着积极的作用。86144

Research on the problem of the mutual interaction and mutual trust between the government and citizen under the background of the new network media

Abstract Nowadays, there is a growing trend on network media which plays a more important role in our informatization in political life as well as more value-providing。 New network media is pregnant with a new communication mode, which between the government and citizen, and provides a dialogue, multi-dimensional conversation and two-way reply mechanism which traditional media cannot offer。 At the same time, the new network media builds a new multi-dimensional bridge of communication among the public, society and government。 Government makes the use of new network media to spread information and lead public opinion; while the public and society make comments and come up with opinions through it。 However, a great number of multiple problems were revealed by the amplification effect of the factors like the conflict of interest and insufficient mutual trust problem。 The reasons are might below mainly for the unsound decision-making mechanism of government, extreme concentration of executive power, the lack of effective communication channel and trust mechanism between government and the public。 This paper uncovers and analyzes the interaction and mutual trust problem between officer and ordinary people under the background of new network media, and then presents solutions。 Improving the decision-making mechanism of government, establishing sound dialogue mechanism between officer and citizen, strengthening communication, and facing up to the distrust situation between officer and ordinary people play a positive role in the sound development of society and the further promotion of democratization。
