[Abstract] Network citizen participation, as a new kind of citizen participation in public life and the important way of public management, which has various ways, is free and quick, persified and simple-operated, efficient and stable. Its political influence is also gradually expanding. Network citizen participation has various advantages. It is not only beneficial to improve the scientific of decision-making, and expand the legitimacy foundation of the government, but also to strengthen the supervision of government work. However, in the process of the development of the network citizen participation, there are some problems. So it's of great importance to improve the consciousness of citizen's political participation, to strengthen the development and utilization of the network, to improve the quality of the government staff and citizen network participation, to pay attention and respond to citizen's feedback information, in order to realize the effectiveness of the network citizen participation.

网络有着旺盛的生命力，在公共生活中发挥着愈来愈重要的功能。网络的发展使公民参与有了一个更方便的通道，使公民在公共生活中的交流有了一个很好的舞台，能够让公民和政府官员有直接“面对面”交流的机会，提高舆论在政府运行中的作用。有着公开性的网络也在很大程度上提高了公民的积极性，更重要的是让公众公共生活的参与有着更加便捷完整的方式。所以网络公民的公共生活参与会发挥很大的政治作用，而且在未来，网络公民的公共参与也会是公共生活参与的主力军。
一、网络公民参与及其行为特点
公民网络参与作为一种新的公民参与公共生活和公共管理的重要途径，这种新型的公民参与方式的政治影响也在逐渐扩大，而要研究是否进一歩完善我国公民网络参与的发展，就必须首先对相关的概念及关键的术语之间的关系进行界定分析。
