摘 要：从当前社会情况来看，我国信访制度存在很多现实问题：信访总量居高不下；“非正常信访”扰乱了信访秩序；涉法涉诉信访过多；信访活动组织化明显；信访机构不作为。根据问题产生的原因及其根源，我国政府及其相关部门需要大力推动法制化下的信访改革和完善。为了保证现存法制化路径下的信访制度的改革和发展，政府部门需要着重以下几点：完善相关立法，建设法制型政府，确立司法独立等。这在当今推动我国依法治国、构建和谐社会，完善国家法制型社会建设具有重要意义。77377

Legalization Study petition system

Abstract:From the current social situation, China's petition system generated a lot of practical problems:Total Petition high; "non-normal petition" disrupting the order of petitioning; Complaint Letters and Visits excessive; petition organized activities significantly; not as a complaint authorities。Depending on the cause and source of the problem, the Chinese government and relevant departments need to vigorously promote the reform and improve the petition under legalization。To ensure the reform and development of the existing petition system under the path of the rule of law, government departments need to focus on the following: improvement of relevant legislation, and the legal system-oriented government, establish independence of the judiciary。This is to promote the rule of law in our country today, to build a harmonious society, improve the country's social and legal system type is important。
