摘要本文通过归纳整理国内外关于最低生活保障理论，理清最低生活保障的相关概念，并从贵州省实际情况出发，分析贵州省农村最低生活保障制度的发展状况，选取Z镇为例，考察贵州省农村最低生活保障制度的实际运行情况，通过对所获取资料的整理和分析，总结出贵州省农村最低生活保障制度在实际运行中存在的问题。最后，结合相关理论及国内外经验，立足贵州省实际，提出完善贵州省农村最低生活保障制度的建议。通过对贵州省农村最低生活保障制度的研究发现，贵州省农村最低生活保障制度存在保障范围不全面、保障对象难以确定、财政负担重、退出机制不健全等问题，需要采取相应的措施进行完善。同时，研究发现，贵州省农村在扶贫开发方面也有相应的创新和亮点，为其他地区的工作开展提供了新的视角和经验。86890

Study on the Rural Minimum Living Subsidy System in Guizhou Province―Takes Z Town as an Example

Abstract This article has clarified the related concepts of the Rural Minimum Living Subsidy system by summarized the theory at home and abroad。 Meanwhile, on the basis of the Guizhou province, analyzed the practice development of Rural Minimum Living Subsidy system in Guizhou, concluded some problems in the practical operations of the Rural Minimum Living Subsidy system。 Last but not least, based on the relevant theory and experience at home and abroad, and put forward some suggestions on improving the Rural Minimum Living Security system in Guizhou Province。 According to the research on the Rural Minimum Living Subsidy system in Guizhou, there are some problems in it , such as the coverage of the Rural Minimum Living Security system is not comprehensive, the security objects are difficult to define, the financial burden is heavy and the withdrawal mechanism are not sound。 In the meantime, the study found that there are some innovations and merits in Guizhou, which provides a new perspective and working experience in other areas。
