摘要互联网的发展普及，引发了一场新的媒体变革。Twitter、Facebook、微博等传播载体的出现，使人人都可能手拿“麦克风”，成为一名记者。自媒体时代已经到来，这对传统的大众媒体带来极大的挑战。微博成为个人发声的舞台，并且当众多的个人团结在一起，逐渐显示出越来越强大的力量，发出越来越洪亮的声音向政府提出自己的诉求时，政府机构和官员个人也应顺应时代的潮流，在微博上与群众接轨。回应性是责任政府的表现之一，传统的民意回应机制具有滞后性，且传达区域有限，这显然已经不能满足现代信息社会的要求，政务微博的出现是政府部门与时俱进的表现。本文从互联网的时代背景出发，在研究国内外文献的基础上，对政务微博回应的理论基础进行了阐述，结合地方政府政务微博的典型——@南京发布，对其回应机制进行了探究分析，并由@南京发布出发提出了现阶段政务微博普遍存在的问题，对相应的问题提出了自己的见解与看法。87625

Title    How is local governments respond to public opinion? A Case Study of Government Affairs Microblog in Nanjing

Abstract Development of popularity of the Internet, sparked a new media revolution。 Appears Twitter, Facebook, Microblog and other communication carriers, people who are likely to hand and "microphone" to become a reporter。 Since the media era has come, which is the traditional mass media has brought great challenges。 When Microblog become a personal sound stage, and a large number of inpiduals together, gradually showing more and more power, more resonant voice issue presented their demands to the government, government agencies and inpidual officials should adapt to the times the trend on the Microblog integration with the masses。 Responsiveness is one of the responsibilities of government performance, the traditional mechanisms lag in response to public opinion, and to convey a limited area, which obviously can not meet the requirements of a modern information society, the emergence of Government Affairs Microblog is a government department performance of the times。 In this paper, starting from the background of the Internet, on the basis of literature ,elaborating the theoretical basis of Government Affairs Microblog responded, combining localGovernment Affairs Microblog typical ——@ Nanjingfabu, has been explored in its response mechanism analysis。Starting from @nanjingfabu propose the widespread problem of Government Affairs Microblog in the current stage，and put forward own opinions and views to the corresponding question。
