摘要改革进入攻坚阶段，市场的继续发展和社会转型的需要，使得政社分开引起的行业协会与行政机关脱钩问题再次被提上政府职能改革的重要任务清单之上。本文以温州市A行业协会为例，通过访谈调查的方法，探讨自上而下模式产生的行业协会与行政机关脱钩改革后面临的经费短缺、人力资源流失、会员企业配合度降低以及相关职能缺失等问题。由于难以适应角色转变，且政府主导式的去行政化措施以绩效为导向，容易流于形式等等原因，使得行政机关在改革过程中一定程度上忽略了行业协会的真正需求和长期发展。基于以上原因分析，本文倡导国家需要制定相应的法律法规、完善相关配套制度，以缓冲和过渡改革带来的冲击。同时，也建议行业协会自身要积极拓宽经费来源渠道、树立组织公信力、同时重塑组织文化和角色定位。以此促进行业协会自立自律，促进改革在社会政治领域的进一步发展。87624

Abstract With the continuous progress of reform and opening up, and the gradual deploying of social transformation, the issue of separate Industry Associations from government is back on the government agenda。 Take Wenzhou A Industry Association as example and uses the advanced development experience of Trade Association in Japan to discuss the challenges facing this separation。 Such as funds shortage, human resource eroding, the incoordination of member enterprises and the deletion of related function。 Due to the inadaptation of changing roles and the performance-oriented administrative measures led by the government were easily become a formality, the administrative agencies have been ignored the real demand of industry associations to some extent。 It is urgently to make unremitting efforts in the the following aspects: First, develop relevant law or regulation to the buffer the shock caused by the outbreaking reform。; second, broaden financing channel; third, change the organization’s culture and clearly define the role of their own。
