摘要网络技术的飞速发展，极大的拓宽了网络参与的渠道，使得网络民主成为新的网络参与模式。同时，网络民主参与过程中催生的网络暴力问题也随之而来。网络暴力作为一种失范的网络参与方式，与实现网络民主的目标背道而驰。如何正确的区分网络民主与网络暴力，引导网络暴力向着网络民主的方向发展，以及如何在当前条件下正确的培养网络民主参与的能力和环境，成为建设网络参与平台不容忽视的问题。本文着眼于研究网络民主与网络暴力的对比，试图研究预防和解决网络暴力的方法，降低网络暴力事件发生和扩大的几率，同时为网络民主的发展提供经验。在发展网络新参与模式的进程中，不断发挥网络民主在民主发展中的推动作用，实现网络平台下合理规范的民主参与。87756

Title    The comparative study of network democracy and       internet violence

Abstract With the rapid development of network technology, the network has greatly broadened the channels of participation, so that network democracy has become a new network participation model。 At the same time, the network violence in the process of network democracy participation also comes。 Network violence, as a kind of out-of-the-way network participation, runs counter to the goal of realizing network democracy。 How to correctly distinguish the network democracy and violence and guide the network violence toward the direction of the development of cyber democracy and how to train network democratic participation ability and the environment better under the current condition become a question of the network platform construction which cannot be ignored。 This article focus on the study of network democracy and violence, tried to study the prevention and solution to the network of violence, and expand the probability of reducing the incidence of network violence, and provide the experience for the development of cyber democracy。 In the process of developing the network emerging participation model, we play a role in promoting the role of network democracy in the development of democracy, and realize the reasonable standard of democratic participation in the network platform。

1  绪论

随着互联网技术在我国的突飞猛进，中国迅速进入信息化时代，由此发端的网络化的民主参与方式也逐渐成为公民参政议政、自由言论的新形势。与此同时，一种被冠名为“网络暴力”的社会现象亦甚嚣尘上。学界对网络暴力的成因、现状、危害及预防和解决的措施都做了详细的研究，并且基于网络民主与网络暴力对比条件下的研究也有前例。更多的是基于传播学视角下的研究。
