摘要: 失独老人是一个具有中国特色的老年人群体。据调查统计，我国的失独老人人数已高达百万，规模也逐渐增大，失独老人的养老问题已经成为一个社会性的难题，为失独老人创建一个完善的养老保障制度是非常重要的。因此，本文的研究是非常有意义的。本文通过对失独老人养老政策进行分析，我们可以发现此项政策有着一些缺点与不足：首先，政府提供的政策中对失独老人这部分还不够完善，其次，政府提供的帮助并不是失独老人们最渴望得到的。对于以上问题进行分析后，我们得到了一些措施方法：第一，增加失独家庭养老保险的有关规定，完善现行社会养老保险制度。第二，调整现行计划生育政策。第三，实施互助养老的模式。第四，发展社区家庭医生心理辅导能力。37312

Abstract: Loss of independence for the elderly is an older population with Chinese characteristics. According to the survey, only the number of elderly people has reached millions of pros and cons, scale increases, loss of independence for the elderly pension issue has become a social problem. Create a sound pension system for the loss of independence for the elderly is very important. Therefore, this study is very significant.Based on the loss of independence for the elderly pension policy analysis, we can see that this policy has a number of shortcomings and deficiencies: First, the policy provided by the Government in this part of the loss of independence for the elderly is still not perfect, and secondly, to help the government provide not only lose old people are most eager to get. After the above analysis of the problem, we have a number of measures: 1, Increasing the loss of single family pension provisions, and improving the existing social pension insurance system .2 ,Adjusting the existing family planning policy.3, Implementing the model of mutual pension.4,Developing the physician counseling capacity of community family .
