摘要： 智库建设作为实现国家思想提升与文化创新的动力源泉，是治理国家的重要依据，也是国家“软实力”竞争的核心要素。作为“第一生产力”的发源地和“第一资源”的集聚区，高等学校在国家科技创新体系建设中发挥着重要作用。本文是在梳理国内外高校典型智库建设与运行的经验基础上，以上海第一批18家高校智库为例，系统调研当前高校智库建设中存在的问题和瓶颈，并从智库组织结构应向多元化方向发展、保证智库的相对独立性、建立开放合作的运行机制、注重成果多样性转化应用及培养高素质的人才等方面提出加强我国高校特色智库建设与发展的对策与措施。48219
Research on the Construction status and Countermeasures of new think tanks in Shanghai Universities
Abstract：Think tank building as a driving force to achieve national ideology and cultural innovation, is an important basis for the governance of the country, but also the country's "soft power" of the core elements of competition. As the source of "the first productivity" and "the first resource", the higher education institutions play an important role in the construction of the national science and technology innovation system. This paper is on carding domestic and foreign colleges and universities typical think tank construction and operation on the basis of the experience, to Shanghai the first batch of 18 universities and think tanks, for example, problems and bottlenecks existing in the system research in the construction of tanks and from think tank structure should to develop in the direction of persification, ensure operation mechanism of wisdom library of relatively independent, cooperation to establish an open, pay attention to the various achievements transformation and application of training high-quality talents put forward to strengthen the characteristics of colleges and universities in China think tank construction and development countermeasure and the measure.
