摘要：长期以来，政府对经济效益较低的农业投入不足，大部分资金投入于大江大河治理，直接投资改善农业生产条件和农民生活条件的比例太小，对于我国农业一直限制国民经济发展的弱点。与一些发达国家相比，我国农业的支持水平还存在着许多不足。本文以西藏林周县为研究背景介绍了西藏林周县农业补贴的相关政策以及存在的不足，并且针对西藏林周县现阶段存在的不足之处，本文提出了以下的对策和措施：加大对林周县农业的补贴力度和监督管理力度；进行农业教育培训，提高农民素质；完善农业补贴方式；规范农业补贴政策的管理体制等建议。这有利于农业补贴政策在西藏林周县的落实和有效执行；有利于提高林周县农民的收入和保障农民的利益；有利于解决“三农”问题。77893

Abstract：For a long time, the government for the lack of low economic efficiency of agricultural investment, most of the government's capital investment in major rivers, direct investment, improve agricultural production conditions and living conditions of farmers in the proportion is too small for our country agriculture has restricted the development of the national economy。 Compared with some developed countries, there are still many deficiencies in the support level of agriculture in china。 This paper takes Tibet Linzhou County as the research background introduces the relevant policies of Tibet Linzhou County agricultural subsidies and the existing problems, and to overcome shortcomings of Tibet County of Linzhou province at the present stage, this paper puts forward the countermeasures and measures of the following: increase the Linzhou County agricultural subsidies and supervision; the agricultural education and training, improve the farmers improve the quality; agricultural subsidy; agricultural subsidy policy and standardized management system etc。 This is conducive to the implementation and effective implementation of agricultural subsidy policies in Tibet County of Linzhou, which is beneficial to improve the income of farmers in Linzhou and to safeguard the interests of farmers, and to help solve the "three rural issues"。
