摘要我国是一个农业比重很大的国家，农村人数要占中国总人数的68%，农村富余劳动力到目前为止为1.1亿，因此解决农村剩余劳动力转移变得刻不容缓，以农村劳动力转移就业促进农民收入增加，农业增长以及改善农业生产条件，从而使土地资源逐渐集中，为农业规模经营发展创造条件。 

 随着四个现代化的逐步推进，第二产业现代化紧密的推动城乡的共同发展，农村的富余劳动力也顺应时代的需求而自由流动。一方面给城市经济发展带来了活力与生气，也极大的支援了发达地区的经济建设；给农村则带去了先进的技术设备与经验，加快欠发达地区农村的脱贫步伐。但另一方面，也带来了消极影响，比如：就业民工大都还是城市的“边缘人”，他们无法获得公平的待遇，贫富差距拉大，就有可能会滋生犯罪等等的丑恶现象，影响社会安定；民工潮的增加必然对粮食等生活必需品的需求增加，从而导致城市负担起更多的财政压力，也给市政设施和建设规划带来一定的负面影响。42645

 高台县是位于西北地区的传统农业大县，农村劳动力多，转移工作艰难繁重，但只有农村剩余劳动力的顺利有序转移，才能尽快摆脱高台县农村贫困的局面，成为地方经济发展的重要促进因素。寒假期间，正逢农民工返乡过年，我分别从巷道乡、黑泉乡、罗城乡抽样调查共40余份问卷，大体掌握了剩余劳动力输出方向、输出原因，以及存在的问题。希望能切实的提出有效的建议和实用性的对策。

 Abstract

   As a big agricultural country, Our country´s rural population accounts for 68% of the population, surplus labor force of 120 millions, create conditions for the development of agricultural scale operation.with the continuous development of economy, industrialization and urbanization level enhances unceasingly, the rural surplus labor force and poured into the city, on the one hand, to send a brought the city's economic vitality and angry, and also great support developed acreage of economic evolution. To taking rural is the advanced technology and equipment and experience, to speed up the pace of rural anti-poverty in less developed areas.But on the other hand, also brings negative effects, such as: most of the employment of migrant workers or the "edge" of the city, they could not get fair treatment, the gap between rich and poor is widening, may the evils of crime, and so on too, affect social stability.Increased worker tide inevitably has increased the demand for food and other necessities, leading to the city take more financial pressure, also brings to the municipal facilities and construction planning a certain negative impact.

  Gaotai county is located in the northwest region's traditional agricultural county, the rural labor force, shift work hard hard, but only to the countryside surplus labor force into the mainspring of Gaotai county rural economic development, to shake off poverty as soon as possible.In winter vacation, as the tide of migrant workers returning home for the holiday, I respectively from the roadway township, black spring township, sampling, a total of more than 40 questionnaire between urban and rural areas, general mastery of the surplus labor force output 

direction, the output reason, and the question of legacy. So how to improve the transfer of rural labor force, promote the upgrading of industrial structure, is the significance of the study, I hope I can have practical Suggestions for tower of new rural construction.
