摘  要随着2014年以来的经济下滑，各行各业的企业营业收入和盈利能力都有不同幅度的下降。企业税收作为企业运营中不可避免的一项支出，与企业未来的发展有着密切的联系。而我国目前的民营企业数量远远超过了国有企业的数量，因此衡量民营企业税负的轻重与否并且优化相关税收制度对我国民营企业有着重要的现实意义。本文通过一系列的民营企业税收负担调查数据，对比民营企业和国有企业的不同税种税负率，分析民营企业的税收衡量指标，找出民营企业税负率高的原因和所存在的问题，并提出相应的优化民营企业税收体系的解决方法。86116

Investigation and Analysis on the tax burden of enterprises

Abstract With the decrease in China’s economic growth since 2014, enterprises operating income and profit ability have decreased to different extent。 As an inevitable expenditure, the tax paid by the enterprise is closely related to the future development of all enterprises。 In today’s China, the number of private enterprises has far exceeded that of state-owned enterprises。 So, there is important practical significance in measuring the private enterprise tax burden and to optimize the relevant tax system in our country。 Therefore, through the collection and the analysis of a series of data of private enterprise tax measure and the comparison between private enterprises and state-owned enterprises, this article discusses the reason why private enterprise tax burden rates are high and puts forward some solving methods of private enterprises to optimize the corresponding tax system。

0 引言

在中国经济进入新常态之际，大部分行业的发展增长减速、产能过剩、需求不足，这就导致了各个行业的生存发展压力愈来愈大，尤其以民营企业为多数。我国中小民营企业创造了我国60%以上的GDP，然而其税负却一直高居不下，这很大地阻碍了民营企业的进一步发展，相对部分国企而言，民企的税负偏重已成为不可否认的事实。因此，民营企业想要在当前经济新常态的模式里继续可持续地稳定发展，及时分析自身税收负担偏重的成因，提出合理降低税负的策略就显得尤为重要。论文网
