摘要：近年来，我国电力企业迅速发展，“厂网分开、竞价上网”的体制不断推进，打破了发电企业原有的厂网一家的垄断经营体制，发电企业被逐步引入了市场竞争。由于电力产品都具有相同的性质，因此，产品成本差异就成为了电力企业的核心竞争力。随着燃料成本的不断上涨，发电企业的电力成本不断增加，热电厂要想在竞争激烈的经济条件下获得长期利益越加困难。本文运用作业成本法对冀中能源股份有限公司矸石热电厂成本控制现状进行研究，在降低单位发电成本和加强成本控制方面提出了改进意见和方法。62697

Abstract：In recent years, our country’s electric enterprises have developed rapidly, we break the old system of monopoly management through the way of separating the factory and net. In this way, the electirc enterprises are drew into the market compition gradually. Because the power product are similar to each other, the key competitiveness mainly comes from the difference of the product’s cost. As the cost of the fuel is becoming higher and higher, the prime cost of electric enterprises also increase which makes it harder for the thermo-elecric plant to obtain long term profit in such a heated compitive environment. In the essay, I make a study on the current condition of the cost of the Jizhong Energy Co., Ltd. Gangue Thermal Power Plant and analysis the operating costs. Through all these, I give some methods and reccommendations to reduce the unit cost of power generation and to improve standard of the control of the cost.

1  引言

在电改之前，电力行业一直由国家完全垄断，实行中央集权模式，它自身并没有什么利润需求，而是以服务于国家为最终目的。因此，在多年的垄断生产经营模式下，传统发电企业所采取的发展模式是不计成本、不计效益、拼资源、拼投资的。所以，当时的发电企业是作为“会计主体”存在，而不是“财务主体”，它们没有财务独立权，在市场中也不占据主体地位，故而并没有进入竞争市场[1]。
