摘 要：自我国2007年开展城镇居民医疗保险试点以来，在一定程度上缓解了城镇困难群体在医疗费用方面的困境。城镇居民医疗保险运行情况对社会保障制度的可持续发展有着重要的影响。本文以淮安市为例，对城镇居民医疗保险基金的运行情况进行分析，通过对2012-2015缴费人数以及构成（参保情况）、基金收支情况（运行情况）、城镇居民医疗保险待遇情况，住院报销比例和城镇居民医疗保险筹资情况这些数据的分析后，研究发现，淮安市医疗保险基金存在逆向选择严重、基金筹融资能力差、医疗保险基金管理体系不完善、抗风险与监管能力弱医疗保险基金管理职能缺失，管理人员素质不高的问题，由此提出相应的对策。81669

Abstract: Since our country to carry out the pilot medical insurance for urban residents in 2007, to a certain extent, alleviating the urban disadvantaged groups in the field of health care costs。 Operation of the medical insurance for urban residents has an important influence to the sustainable development of the social security system 。 Taking Huai'an as an example, the paper analyzed the operation of the urban residents medical insurance fund, by 2012-2015 to expend the number and composition (insured), the balance of the fund (running), the treatment situation of medical insurance for urban residents, urban residents medical insurance reimbursement ratio was in the hospital after the financing situation of these data analysis, the study found, Huai'an City medical Insurance Fund severe adverse selection, fund raising and financing ability, the medical insurance fund management system is imperfect, weak anti-risk capability and supervision of medical insurance lack of fund management functions, management personnel quality is not high, and propose appropriate countermeasures。
