摘要：本文采用文献资料、调查问卷和数理统计等方法，对淮阴区小学足球活动的发展现状进行调查与分析。通过调查发现淮阴区城区的部分小学存在学生对校园足球的开展不够了解；部分学校场地器材缺少设施不够完善，影响了体育教学的质量；学生参与足球运动只是简单的活动锻炼身体，并没有太高的参与竞技的热情；学校开展足球活动因为受到伤病情况的困扰放不开手脚；由于现行教育制度，文化成绩依然是重中之中，所以学生几乎很少有时间参与到足球活动中来。针对以上问题可以加大对宣传学校足球的力度；因地制宜推出切实可行的实施细则，为学校在资金场地方面提供充分保障；组织学生参加各级足球比赛，建立学校足球联赛，积极调动学生热情；建立健全学生参与足球运动意外伤害补偿办法，为师生树立参与运动是健康的，运动意外受到伤害有固定的保障；升学考试制度应该改进，加大对足球专项学生的招生名额，让足球专项的学生有一个好的求学环境。81163

Abstract: in this paper, the use of literature, questionnaire and mathematical statistics and other methods, the Huaiyin District primary school football development status of the investigation and analysis。 Through the survey found that the existence of the Huaiyin District's primary school students on campus football development is not enough to know; part of school facilities and lack of infrastructure is not perfect, the impact of the quality of sports teaching; students to participate in football just simple exercise activities, and not too high enthusiasm to participate in athletics; schools football because of injuries plagued hand and foot; due to the current educational system, cultural achievements is still heavy, so students almost have no time to participate in the football activities。 Aiming at the above problems can increase efforts to promote the school football; adjust measures to local conditions to launch practical implementation details, for school in the venue of funds to provide adequate protection; organize students to participate in all levels of football game, build a school football league, mobilize students' enthusiasm; establish and improve the students participate in football sports accident compensation measures, for teachers and students to establish sports participation is healthy and sports accident hurt fixed protection; entrance examination system should be to improve and increase the football special student enrollment, let the football special students have a good study environment。
