摘要公安机关秘书是领导的参谋和助手，是公安机关不可或缺的枢纽和“桥梁”。公安机关秘书所担负的重要职责决定了其要具备过硬的专业素养和超强的职业能力，因此，注重公安机关秘书能力的培养是新时期公安工作的一项重要工作。要培养公安秘书的能力，应从以下方面入手：“要重视公安秘书的信息化工作能力”“加强公安秘书的辅助决策能力”“着力公安秘书的协调沟通能力”“抓好公安秘书的公文写作能力”“狠抓公安秘书的办事能力”。只有做好上述方面的工作，公安秘书才能够真正发挥作用，在推动公安机关正常运转过程中发挥积极作用。78472

ABSTRACT The Secretary of the Public Security Bureau is the staff and Assistant to the leader, the indispensable hub and "bridge" of the Public Security Bureau。 The important responsibility of the Secretary of the Public Security Bureau determines that the secretary should have perfect professional quality and super professional ability。 Therefore, the cultivation of the secretary's ability is an important job of the public security work in the new era。 To cultivate the ability of the Public Security Secretary, we should start from the following aspects: “We should attach importance to the ability of the public security secretary to carry out information work”, “strengthen the assistant decision-making ability of the public security secretary”，“focus on the coordination and communication ability of the public security secretary”and, “do a good job of the public security secretary of the ability to write official documents”,“to grasp the public security secretary of the ability to do things”。 Only by doing the above-mentioned work well, the public security secretary can play a positive role in promoting the normal operation of public security organs。

引言

在公安机关中，秘书是公安机关领导的参谋和助手，承担为机关领导搜集、掌握公安信息资料，协助领导机关和部门负责人掌管文书，辅助管理及协助处理日常政务的职责，同时也起着承上启下、上传下达重要的重要作用，是公安机关不可或缺的“枢纽”和“桥梁”，是领导决策时出谋划策的“左右手”，以及“代言人”。公安秘书重要职责决定了其要具备过硬的专业素养和超强的职业能力。当前，公安机关工作日趋信息化、智能化，由此带来了公安工作的管理模式亦日新月异。以上因素对于公安机关秘书工作提出了更高更新的要求，培养公安秘书能力的重要性愈发突出。目前，我国学者充分意识到公安秘书能力培养的重要性，也做了尝试性的研究，如魏永忠在《公安秘书工作的历史发展》一文中论述了公安秘书对公安机关工作正常运转的积极作用；欧苏婧在《浅论新形势下公安秘书人才培养》一文中阐述了公安秘书部门在公安机关日常事务工作中的重要职责。但是相关的研究还不够深入，理论基础不够深厚，这就需要我们要对相关问题进一步的研究。基于此目的，本文试图对公安秘书能力的培养方面的相关问题进行研究，并提出相关的建议，以期对未来公安秘书工作的全面发展有一定的帮助和借鉴意义。论文网
