摘要城市土地集约利用与经济发展之间的关系分析可为协调城市土地利用与经 济发展提供基础依据。在采用综合评价方法对 2000-2012 年江浙地区 24 个地级 市城市土地集约利用水平及社会经济发展水平进行综合评价的基础上,基于面板 数据单位根检验、协整检验和 Granger 因果检验方法对其城市土地集约利用水平 与经济发展关系进行实证分析。结果表明:(1)江浙地区各地级市城市土地集约 利用与经济发展水平均呈上升趋势,但由于区域基础存在差异,长江以南地区整 体水平高于北部地区;(2)土地集约利用度与经济发展均为一阶单整序列,具有 长期均衡关系;(3)短期内二者之间存在显著的双向 Granger 因果关系,但长期 内城市土地集约利用水平是经济发展的单向格兰杰因。研究表明:城市土地集约 利用水平与经济发展密切相关,短期内城市土地集约利用可显著促进经济发展, 而经济发展也是提高城市土地利用集约度的重要驱动力。各地区在提升经济效益 的过程中,要充分优化配置土地资源,加强对城乡建设用地的规模化管理,探索 协调农业用地与非农建设用地集约利用的政策,同时逐渐转变经济发展模式,优 化产业结构,实现城市土地与社会经济的协调发展。72227

Econometric Analysis of the Interaction Relationship between Urban Land Intensive Utilization and Economic Development
一 A Case Study of Jiangsu and Zhejiang Province
Abstract The analysis of the relationship between urban land intensive utilization and economic development can provide the basis for the coordination of urban land utilization and economic development。 On the basis of the comprehensive evaluation of the urban land intensive utilization level and social economic development level for 24 cities in Jiangsu and Zhejiang Province from 2000 to 2012, based on the method of unit root test, cointegration test and Granger causality test on panel data, the relationship between urban land intensive utilization level and economic development is analyzed empirically。 The results showed that both the urban land intensive utilization level and social economic development level are on the rise in each prefecture-level city of Jiangsu and Zhejiang Province, but there are regional differences which the overall level of the south of the Yangtze River is higher than that of the north。 There is a long-term equilibrium relationship and a reciprocal Granger causality between urban land intensive utilization and economic development in the short term, which were integrated of order one, and the mutual influence between them is significant。 But in the long term, urban land intensive utilization level is the one-way Granger reason of economic development。 The research reveals that the urban land intensive utilization is closely related to economic development, the level of land intensive utilization significantly enhanced the influence of urban economic development in the short term。 At the same time, the rapid development of economy is the important driving force to improve land utilization intensive。 Regions in the process of promoting economic development, should fully consider the optimal allocation of land resources, strengthen urban and rural construction land scale management and explore the intensive utilization policy which coordinates
agricultural land and non-agricultural construction land。 Meanwhile this will transform the mode of economic development, optimize the industrial structure, and realize the coordinated development of urban land and socio-economic。
